Pre Federal Reserve Note, Series 1935-A. US Silver Certificate

See what dollar bills printed in 1935 looked like? The only really significant differences between this and the paper bills we now have (aside for the coloring and security stuff) are:

1. The wording below George's name; and
2. The wording above George's name.

Since this older currency says,

" THIS CERTIFIES THAT THERE IS ON DEPOSIT IN THE TREASURY OF THE UNITED STATES OF AMERICA

ONE DOLLAR

IN SILVER PAYABLE TO THE BEARER ON DEMAND "

does this mean that, currently there is NOTHING on deposit in the Treasury of the United States of America for every dollar in circulation except the "word" of the Federal Reserve?
